Managing Director’s Office

Yvonne Clarke was appointed to the Board on National Education Trust in June 2012. She is a Chartered Accountant who has held positions as Group Chief Financial Officer and Group Chief Internal Auditor at National Commercial Bank Jamaica Limited and Senior Manager at PricewaterhouseCoopers.

Yvonne holds an MBA from the University of Manchester and is a Fellow of the Institute of Chartered Accountants of Jamaica and the Association of Chartered Certified Accountants.

Mrs Clarke is also a member of the Board of Directors of NCB Capital Markets Limited, NCB Insurance Company Limited and Advantage General Insurance Company Limited. She also serves as a member of the Accounting Standards Committee of the ICAJ.

Latoya Harris assumed responsibilities as Public Private Relationship Manager at the NET in June 2011, where her role is to strategically manage public/private sector relationship for the development of the education sector. She holds a Masters Degree in Governance & Public Policy and a Bachelors Degree in International Relations (Hons) from the University of the West Indies. Latoya is the 2005 recipient of the CIDA funded ENACT Scholarship for Environment & Sustainable Development.

Prior to joining NET, she held the position of Senior Special Investigator in the Office of the Contractor General (OCG), where she was responsible for leading and compiling several major OCG Special Investigations in which she proffered recommendations to remedy the procurement and governance issues identified.

A trained policy analyst with strong work ethic, diverse knowledge and experience in managing multiple projects, Latoya has also worked in the private sector in a variety of industries. She has significant experience in sales, marketing, research, analysis and monitoring and evaluation.

Latoya has also pursued several professional development courses in the areas of Performance Management, Ethics and she also ventured to Singapore to participate in a training course entitled ‘Better Governance- Managing Corruption, Promoting Integrity’, conducted under the Singapore Cooperation Programme in collaboration with the Commonwealth Secretariat. She also has a certificate in Project Management (Mona School of Business) and is a certified Lean Six Sigma Yellow Belt (Nova University).

A highly motivated, diligent and dedicated individual she believes in volunteerism and has served as a member of the UNESCO Youth Committee and several other voluntary organisations.

Latoya Harris
Public Private Relationship Manager

Investment & Fund Management 

Carlton Francis has over twenty years professional experience in the finance industry locally and overseas. Prior to joining NET as the Financial Investment Manager he was employed as Treasury Manager at the Jamaica Public Service Company. His experience covers the areas of treasury management, foreign currency trading, financial analysis, money and capital market operations and risk management.

He is a graduate of the UWI with a B.Sc. degree in Economics. In addition, he has pursued professional development courses in bond trading, portfolio and securities management and corporate governance.

Carlton serves as an Elder in his local church. He is passionate about education. He currently serves on the board of his alma mater, Tivoli Gardens High School. In addition, Carlton is a board member of the Barita Education Foundation. He also serves as a Justice of the Peace for the parish of Kingston.

Shirley Moncrieffe joined NET in February 2010 and is the Office Manager with Human Resource Responsibilities. She holds a Bachelor of Business Administration Degree with Emphasis in Human Resource Management and Marketing.

Ms. Moncrieffe has also served as a member of the Board of Directors of St. Richards Primary.
